Yup like previous poster says, for eunuchs sometimes only the testes are removed, but sometimes the testes and the shaft of the penis are completely removed (penectomy). As to how they urinate, if the urethra's placement is not readjusted with surgery the urethral opening will most likely be forward-facing and I imagine with a strong enough stream ......
