Well imo I think you should just go for it and tell him you like him, he has confess to you in the past and it seems to me that he still liked you until RN since you said he's getting closer to another friend of yours. I think you two should have a talk about it.
If he's recently getting closer to your other friend he's probably slowly losing fee......
