Sorry for asking but have you searched on Youtube? I have seen in there many videos from actual artists explaining how do they draw their webtoons. They usually use Procreate to make it but I'd recommend Krita and GIMP if you cannot pay for the program. As far as devices go, Wacom is a pretty common choice.   reply
