You're right in that some of the DDlg community is non-sexual, but power dynamics, rules, punishments, etc. are all things that only adults can consent to. People who are in an active state of regression are essentially minors, and there are no minors in kink.
Cg/l is the wider term that involves all genders, sort of like how GRSM (gender romantic and sexual minorities) is to LGBT.
