Jian Yi's father left his family for reasons unknown, and occasionally likes to try and kidnap his own son (but his mom usually prevents this). This leads me to think that his father is the rich one, but isn't directly connected/funds Jian Yi.
Also, He Cheng can still be paid off by someone without being poorer than them. That's how jobs work.
