It's too early only if you're hesitating. If you feel unsure, unsafe, uncomfortable or anything similar, then it might not be the right time. Any age is fine as long as you're doing it safe, with a person you trust and if you feel ready. Oh, and remember, there is nothing wrong with being virgin, so don't let anyone put pressure on you to have sex.......
