I dont know why but i guess for some "no" means "yes" like thats actually in japan's sex culture. short answer: it's just a kink a lot of BL authors write about either bc of sexual repression or power fantasies. in depictions of consensual relationships it's not supposed to indicate a true lack of consent, so the bottom doesn't get angry because they weren't being fr abt it. if you want the long answer here's the yap sesh:

Theres the point when consent doesnt matter anymore. If you ask someone over and over again "please have Sex with me", they might say yes even though they dont want to (and thats not consent).
