There are usually other ways to get free stuff for people who are struggling, so I'd say try those first? But at the same time I think no one should go hungry (or not have their basic human needs met), so that trumps* morality imo.
If people are so worried about someone breaking the law and insist on a punishment, it shouldn't be severe. ......
