It's a good concept that's completely ruined by bad story tellers.
It's interesting, has all sorts of cool shenanigans, but authors tend to use it as a glorified self-insert within a self-insert to make the audience swoon. They want their audience to relate to the character, so they add the meta-level of reincarnation.
