is being late to social events a normal manner?

i remember seeing somewhere that people should arrive on the dot because an unspoken manner is to arrive like an hour late

is this true?? i dont really schedule social events too often but with my friends if its at 2:00 i will arrive on the dot not late or early, like being late is so rude???
