the issue with BL, is that if you write it for BL, then your plot is romance and adding anything else is supplementary. most authors don't want or need to focus on such things.
it's like, if you grade fantasy based on world building, the standards are higher, but if you grade romance on world building, shove them into a high school and it's fine.......
