For me, it depends on how close we are to say shit to each other to be honest. Me and my friends have this fucked up humor sometimes and we have this mutual understanding that it's not that serious.
But if you mean bullying someone you're not close to or just someone that is not comfortable with that kind of behavior then i suggest people who are......
