They have the intention already, when the intention of dating a child when they grow up and you stood beside them hoping they'll like you as the time progress, that's grooming.
It's not like a "oh its them. they're too young, I'll just watch them grow from a far" scenario or somethin. Dont get me wrong tho, that kind of scenario still cree......
