Long answer: no the fuck they can't. A few characteristics of being drunk are clouded perception, reduction in critical thinking ability, loss of cognition etc.
A person in such a state can't be trusted to make proper decisions, especially ones as important as consenting to sex (which is a deeply personal act).

Let the full time alcoholic shine now b.. There's no such thing as yes or no when you're under the influence thats bs, the whole point of that thing is to shake your mind up. I suggest you guys check this thread out, im not sure but i think the person i was talking to didnt know what being drunk meant and had a different meaning for it.
