Don't touch people's fanart at all unless you have permission from the artist period. If you don't get a response, you should ASSUME YOU AREN'T ALLOWED unless you get one or the artist has a statement allowing it. This is especially true for east asian artists because it's deemed common sense not to share (and therefore steal) other people's art.
