well if they are 18 then no, they are already of legal age, but if they are like 14 or 15 uhmmm if u think about it, its kinda weird, its like two kids having sex which i dont like ! and yeah it does count as CP, i did a bit of research and they said it's considered immature and immoral for kids under the age of 16 to be making out sooo ....(illega......
