Masturbating in an of itself is safe as far as I know from other people so don't worry. for me it was around 13. Dangerous...? Where they get that idea from? Religions, tabous...? If done reasonably and in a safe way, why would that be harmful to the human body? It is 100% not dangerous unless you use, like, a dangerous object to masturbate with or something (idk like a battery or a dirty vegetable or something) or if it's in some public place where there are more germs and less privacy.
