in japan specifically, it's not seen as a good thing, because it's tied to yakuza.
i don't think anyone would freak out over it, but if you did go to japan with a tattoo, and you were somewhere like on the streets or at a park, etc, it would be best to cover them up.
i live in the US, so it's widely accepted here. i don't even really know of anyone......
