I don't think it's an age matter, it's more like a maturity matter. It's too early only if you're hesitating. If you feel unsure, unsafe, uncomfortable or anything similar, then it might not be the right time. Any age is fine as long as you're doing it safe, with a person you trust and if you feel ready. I would say it all depends on when you feel really and truly ready, that means without any peer pressure from friends, boy/girlfriend. When you're mentally ready to handle whatever may come your way and also the fact that the first person you lost your virginity to you may regret it/them. Do it if you really like the other person, don't do it because you feel pressured to just do it. The first time will probably hurt at the beginning, especially if you are a girl, so take time to do foreplay and use lube and condom from the start to the end. That's my advice.
