"Yaoi" itself implies a certain sexual content.
Some yaoi do have plot development - in this case, i see them as your average romance manga (with explicit scenes), but m/m.
However, if we're talking abt a pwp yaoi (meaning they have no plot at all) then i must say it's pretty obvious why ppl would find it hardc......
