How Do You Determine Who to Follow or Not?

I follow people if they're funny, nice, and if they don't have a lot of followers. Sometimes I'll just follow someone bc of their username and if they follow me   reply

I follow back those who follow me....... But usually I forget to follow back when I'm followed and then when I remember to follow after a (long) while and I feel like it's been too long they wouldn't remember.............. And that my friend, is hard to 'follow'   reply

i follow people who have good manga in their want/reading/read and or people who have lots of girls love in their want/reading/read   reply
