People tend to reroll, that’s why. If you’re not on PS4, it’s easy to keep making dummy accounts until you get the “roll” you want. That’s how people get a 5 star. It’s either that, or wish 90 TIMES IN THE CHARACTER EVENT BANNER (NOT the weapons or standard banner) to get a 5 star.
Also, C4 Noelle is really good gameplay wise. Though......
