Unless the U.S. develops censorship laws a la China, or Japan somehow creates manga with anti-piracy measures, there will always be websites like Mangago and Kissanime. Even if the U.S. and Japan decide to go those routes, there would still be pirated anime/manga, although maybe to a smaller degree, with big titles having priority and lesser titles......
