Listen To J Rock Or J Pop

So, I'm learning japanese and I don't think I'm really progressing much. So, I think it would be the most suitable option to get a japanese penpal who could help me and just support me during my struggles to cope with the language. I've on many occasions noticed posts on here about how someone has gotten a penpal, but the one thing I never uncovered is how? How and where does one get a penpal? Is there a site where I could leave like a post or something?
I have tried HelloTalk and nobody responded to me so I'm pretty much hopeless at the moment. Any help is really appreciated, thank you! ;;
