Someone had an hyperfixation on penguins, and the ability to draw, and make this

The whole thing is a Chuunibyou's wet dream; somehow everyone knows him, but nobody does, he's constantly being underestimated by his enemies even after having their ass handed out to them ; and loved by every random women. The MC faces no difficulties and is arrogant and cocky as fuck. Entertaining enough, not satisfying nor interesting, severely lacks story building. I also find the art style somewhat inconsistent??
