Construction worker Yamashiro has 13 rules he lives by, including: to be open about being gay, only sleeping with 30 years old or older, straight virgins, only having one night stands, and never getting serious. However, all of his rules are broken when he sleeps with 1-class architect Yashiro, the architect for Yamashiro's current construction job.

Mikage and Tomoki are stepbrothers and despite their opposite personalities they have always gotten along. Older brother Mikage can't live without rules and order and younger brother Tomoki is relaxed and unrestrained. However, when Mikage is accepted into university, they can no longer contain their feeling for each other and Mikage creates new rules for them.

Mao and Hisashi have been roommates since 1st year. After finding out Hisahi is gay, they make 3 promises: 1) Mao will never reveal Hisashi is gay, 2) Hisashi will not look at Mao romantically, and 3) to give each other privacy when masturbating.
