It's Ryousuke from Omoi Omoware (Akari's ex). On top of the same name, face, and uniform, the description of the Ryousuke told from his younger brother's stories here are weirdly in detail (his age, his traits, and his past stories), the mangaka must be trying to convey that it is the same Ryosuke. So interesting!

Nice art, but nothing special in the story. I kinda skimming it after chapter 4. It's like a story that was built around a checklist of shoujo tropes and naturally, the characters felt kinda following the story, not the other way around.
