Caesar is also a CIA agent and she's working undercover at the garage, but Jake is the lead agent over her and Izmel (the bearded guy with a forehead scar) in this operation. The CIA is targeting the Royal Roader casino which is themed on fancy cars, so they used Liam's garage business (unknown to him) as bait. Jake took an obsessive interest in Shingun Moon after their first encounter. Using the CIA's database, he learned about Shin's tragic childhood and how he had been beaten down, despite trying to make a living doing legitimate jobs. Jake got him the job at Liam's garage, which pissed off Caesar because Jake put a civilian (neither criminal nor law enforcement) into the middle of their secret operation, which puts Shin's life unnecessarily in danger. Originally, when Shin first scammed him, Jake planned to use him, but that changed pretty quickly as he realized Shin was running scams out of desperation to earn money. He could certainly use Shin now that Ross Trautvein is attracted to him, but Jake's too possessive of Shin to allow that. In fact, Jake's feelings toward Shin has been putting his own life in danger, which is why he froze up when Gren (Shin's "brother") pulled a gun on him. Jake is conflicted about Shin learning who is really is (a former special forces combatant, trained to kill- now CIA agent). He knows Shin would be relieved to learn that he's not really a drug-dealing gang member, but may not be thrilled about Jake working for the CIA (the CIA has a very questionable history Izmel is aware of EVERYTHING Jake does and thinks his reckless actions are going to get him killed soon. He knows about Jake's serious involvement with Shin, which has caused Jake to make small mistakes, or dangerously alter his plans: specifically, when Jake revealed his face to Ross (dressed as a cop) when he wasn't supposed to be seen. He's been late to meetings a couple of times, and on one occasion appeared in soiled clothes. Benille- a high ranking Mercifuls member and someone who is just as dangerous as Jake- is getting suspicious of Jake because he's been acting out of character, especially when Jake told him he let Gren go (smart move on his part to admit this, because Jake knows Gren will be probably stupid enough to show up yet again). Ross has always been suspicious of Jake, and it's only his fear of the Mercifuls that keeps him from doing anything right now. The motorcycle gang leader wants Jake dead, but won't act just yet. Jake is counting on using and killing him before gang leader tries to kill him. But it does sound like they want to get revenge on the Mercifuls, which could work to Jake's advantage.
