Neither Suu nor Seryeon want to take responsibility for their fates by becoming the Shrine Master and Emperor respectively. This was a long read, but I didn’t skip any parts. They did in fact fall in love in the end and came to peace with the fact that Suu was unchangeably close to the dragon despite loving the crown prince…maybe the land won’t be so hard to live on as long as they live on it together.
