The seme is a college student. When he was young, an emotionless officer took the time he had off from work to find the child's dog. Since then, the student has thought about the expressionless officer. The student pretends to be a pervert (flasher) to get arrested by said officer. When the student is caught, he lies and tells the officer that it makes him excited when people see him naked. The officer tells the student that he would look at him naked, as long as he didnt flash other people. They agree to meet on days and they end up eating together and becoming closer. The officer has regrets from his past that haunt him.
