Those who do nothing but watch or mindlessly follow orders are worst [more evil ] then the ones giving the orders to commit crime, because they have free will to say no. Just doing her job? no wonder society is messed up because that excuse is bullshit. if policeman killed kids and citizens because they got ordered to, its their job? a better being rises above it and does what is right even if they are at risk, fights back against the tyrannical to protect others... at least she is trying to stop and feels remorse which makes her not hopeless. Also glad Nanao is alive.
