so I'm pretty sure the empress is Enisha's mother and in the earlier chapters, Rodgo talks about how he feels a bit of a connection/sympathy to Enisha because her mother died while giving birth to her just like with Rodgo. Hope that clears up your confusion a bit

The Emperor stated that when Enisha was born, her mom (the Empress) died during childbirth. That was initially why the Emperor was interested in her and how she would do since he was known as the Emperor/child that also stole his mothers life when he was born, then that curiosity turned into love.
