There was this spy themed Yaoi manga with one silly well dressed blond guy who always got the other one in trouble. And a black haired guy who is not whipped about him but develops feelings through the whole spy work thingy.
A scene which I remember is that they are being followed by somebody (can't remember if he is a cop) and to not get caught the blond guy puts on a feather scarf that he got from somewhere and starts kissing the black haired guy. The person finds them behind a wall and just says something like ,,well I understand,, and goes away.
