Because first there was never question of rape in this manga, the character has perfectly stated (told to himself, monologue in the panel) that he wants to touch Takano-san and to be hold in Takano's arms but he actually HAS NEVER TOLD HIM IN FACE, because he doesn't want to be hurt again as in his past memories (this was pretty obvious but apparently we didn't read the same manga ╮( ̄▽ ̄)╭)
And second if it was supposedly rape, because maybe for you Onodera has never said yes to sex, is what you think? What Miharu felt in the beginning was affection, nothing sort of erotic in that. Affection is more like, belongingness, caring, loyalty, platonic. Even Miharu felt strange when his love started to form into sexual attraction. He called himself dirty back then. And yes, like you said he didnt touch Hei-chan with sexual intention. Personally, it made me feel relieved, since I could sense that the author didnt want to put the story in the genre I feel uncomfortable with. It was when Hei-chan grew up and maturing physically, when sexual attraction is more appropriated, that's when Miharu started to jack off from the thoughts of Hei-chan. Personally I'm okay with that.

But considering that's how it is in Japan and given how obsessed the culture is with youth, I can see why Hei-chan's age wasn't supposed to be a controversial as we, people who aren't Japanese, think it is.
