He only said that Silvia was the most precious I swear? I think in his mind he didn't betray silivia. At least he didn't when he was planning this. He promised silivia to build a country where their kids wouldn't grow up the way they did. I think in his mind he was just completing that wish. He believes that if Caitel got his revenge he would abandon the country and it would fall back into ruin. Also remember what ria said in a previous chapter the way he smiles for Silvia is different than how he smiles about other people including his children. The only person he truly cares about is Silvia. Not even his own children are as special in his eyes. I think the reason he wanted a girl was cause he wanted a mini Silvia.
