This chapter really shows why Eclis' actions were wrong.
Yvonne approached Vinter for help first, but Vinter refused to help her because he cared about Penelope. He realized the consequences Penelope would've suffered if he did bring Yvonne back to the duchy, and because he cared about Penelope, he went against his own principles and nature to help Penelope and refused to help Yvonne.
On the other hand we have Eclis who knew the consequences as well, but he cared about HIMSELF more than he cared about Penelope. So he joined hands with Yvonne instead of refusing her.
Eclise basically exchanged Penelope's trust and suffering for HIS own happiness.
He tried to break Penelope in order to make her dependent on HIM, while Vinter, knowing that bringing Yvonne back would break Penelope, refused to do so, and instead chose to mentally suffer just so Penelope would be happy.
I'm not rooting for Vinter (CP for the win!), but I hope he gets a happy ending. Eclis can rot in hell.
I'll start by saying I'm defending no one. I hated his decision as much as the others, but I would say that personally I can't compare the two characters since they couldn't be more different. Their circumstances, background and support system, everything is different. For eclis Penelope is his everything even if he technically isn't a slave anymore hence he was easier to brain wash (quite literally)
