Besides all Jake's lying I believe just as Shin said he believed Jake to be on the rock bottom just like him, but to find out he's probably living a better life as an agent and just playing gangster also struck him hard cause he sees now how different they are. Also Shin really hates the police and such because of his childhood where this institution really failed him and his brother, there were only corrupt cops. Well it was America so makes sense. And Jake's is also monitoring him through that other blond guy in the garage he's working, he deserves to be really pissed about this things.

Yes, because he believed the lies he was told by Jake and assumed that they were in similar situations, so he wanted to do whatever he could to help him cuz he cared about him.
