Aria's uses their relationship as a stepping stone as a Cinderella story. The people eat it up as they become this mega watt Celebrity Power couple around the capital. Eventually they admit their feelings but it takes a long time and many things happen along the way.

They are kinda but they HATE each other. I believe he was forced to get engaged but it's only for political reasons or it was an unofficial engagement something like that. When Asher& Aria ( aka A^2) debut as a couple the common people see it as a true love story like Cinderella. As the Prince &Aria become more of the IT couple and gain more love from the people the Dutchess and her faction lose more power. Which leads to a domino effect
