It would be out of the box thinking if everyone in town were zombies and by using Guwon's blood. The people must follow his very command in order to continue being "human." What if the condition to still looking human-like is to keep external contact with another person to a minimum is because they might have zombie' like instincts. Also, that night curfew!!! It might make sense! Probably Guwon's senses peak at nighttime and he might confused the village folks for zombies and he might end them.
