It USED to mean a person that was rejected/ignored/disliked by their crush but still tries to make them like you. But now people use it for literally everybody and anything you do

I think you call a guy a simp when he does everything for a woman like seducing in every way possible and not saying or doing anything bad at all/being his true self.
Simping is basically the process of doing this, so you can say like,
"She didn't like him from the start, so he resorted to simping."
or
"He's such a simp"

Ah you mean like "I'm simping on *hot guy's name*". It's basically synonymous to "im a hoe for *that dude*" or "I've got my eyes on *that dude*"
