In real life, bees are not hostile and they're really good for the environment. Bees are only aggressive when bothered and won't bother you at all! (again, unless you bother them first.)
I think it's the gardener's fault, and they could be slacking off during working hours. Maybe that's why bees are there because of unattended care.
I agree, because there are even species of bees that are a lot more calm harmless than others. Where I grew up, bees didn't even have stingers, so I grew up LOVING them and even as a kid I spent hours watching them fly from flower to flower in the garden. But some kids can be seriously allergic or too reckless with bees, so it's better to keep them away from the garden where the kids play, until the kids are older.
