Since the episodes in the 130s it's been established when Jiwoo woke up after Kartein healed him that Jiyoung likes him. In fact, it was before that when The Patrick family showed up for the first time. Jiwoo already showed signs have having feelings for her and Jisuk noticed.
Jiyoung is only 2 years older and has had to "grow up" faster to take over more responsibilities, but she's timid and more her age when she's around Jiwoo. So you can't just say the ship never was built for them when you obviously seem to not have read the story.
