I don't think so, Luca's face kind of resembles Ibuki but that theory wouldn't make sense at all. first Luca and Shao grew up together so if Luca was Ibuki, Shao has failed as a friend if he can't recognise him, which I think is impossible because the same reason applies to Ibuki as well.
Then again I could be wrong, it's also possible that their memories have been tampered with or perhaps something else, all we can do is wait for more chps and find out but I get you, that's certainly an interesting plot twist, if it really was like that, then ig things would take a dark turn very soon...
