The baron is telling the prince that if he likes the lady, he could actually just break her engagement off if he wants to, I mean, royal shiet and stuff.

Rather than forgiving, instead i think she's paying them back for the last time? In the last page, she said the aunt giving them names made them felt warm. I guess taking them in after living alone in the harsh world felt like a salvation to her in the past apart form the fact the aunt and uncle is such an asshole( ̄へ ̄)
Ofc she's already bought them a house etc. But i guess she's putting her step sibling's feeling into consideration. She's not as awful as her parents afterall.
Her banishing them is a form of payback too in a sort of way, i think? She's favored by 4 influential people in the empire, the duke, the tower magician, the crown prince, and the future high priest, and add that arresment from the national bla bla bla. Forget about money, i guess those two won't even be able to live calmly ever again.
Afterall that, from the start we know how selfless character is too. So her falling in her rage when taking the decision is a bit out of character. Just saying~
