Basically, Max was chasing after a target that he failed to kill in the chapter prior. After he killed him and saw the witness, he imagined Chris sitting there bearing witness to what he had just done. Similarly to what happened in their childhood. So Chris wasn’t actually there, it was in Max’s imagination.
