I think he's just hiding how immense his power is. Sure, he's not showing what is really capable of, because of what the goddess said to him. If his immensely power got ever out, it will tip the favor on humans. Their world need a balance to exist after all. And they didn't even choose a hero after all, so he's just separating his OP powers to an acceptable level. :)
