No-one is keeping him. Ian had never said he wants a relationship in the first place. He knows he doesn't want a relationship he knows Ian doesn't reciprocate his feelings and has some "feelings" ig or something with tj but he still won't give up on Ian. And Ian and tj have a history together (weird and bad things happened yes but still). I don't remember jo having that with Ian. He simply got obsessed with him. So his problem is himself. Don't blame it on others blame it on him. And he's also not a Green flag and it shows.
