It's just my assumption... When the boy asked for a hug, the teacher hesitated because he doesn't want to go against what his professor had taught him of not to indulge people into what they wanted. Though he did hugged the boy in the end, but his moment of hesitation still hurts the boy. The teacher's mindset is to save problematic students, he thinks that he knows what he's doing. But in Tokigawa's case, the teacher was left not knowing what to do and felt like he couldn't save the boy from his problem. So I think that's why he broke down.
I thought Sensei just really doesn't like touching people (like, shaking hands, hugging etc). Like, he knew he probably could've just hug the boy once. But it would go against him. Now I read the other comment above (which was really interesting) and am not sure. My view may be a bit too simplistic.

I didn't understand why the teacher broke down at the end of the chapter. I'm very confused. Can someone explain it to me? Thanks in advance.
