Where do I find the tags?

When I click on a story it only then shows the tags and the stories recommended by other readers which have the title of what the stories similarities. Is it not possible to see the tags if I don't click on a story first? Wow I just realized my question is so confusing and hard to understand but if you do understand it please answer me ╥﹏╥.

    Click on a Tag on any story - a searchbar should pop up then
