The villainess Lavienne and our FL Esther are actually biological siblings. Grand Duke Tersia's wife has a twin sister, and that twin got a child with Duke Braon. The Empire has tensions with Continental Magic Association but not to the point they would assassinate Serie. In short, the Empire has internal conflict and Serie & Frieren group just got caught with it.
